Town of Paradise to consider sewer project right-of-way acquisition process

PARADISE — In its upcoming meeting on Tuesday, the Town of Paradise is looking to take the next step toward its major sewer project between the town and Chico.

The next item of business for the sewer project consists of adopting a Right of Way Acquisition Management Plan that will act as a guide for future easements or rights of way related to the project as it continues to take shape.

“As a part of the Paradise Sewer Project delivery, it will be necessary to obtain various easements (temporary and permanent) in addition to small portions of private property for necessary above-ground structures,” the related staff report reads. “It is the project’s intent to minimize as many impacts to private property as possible; however, some impacts will be necessary.”

Because these easements will directly encompass some private land, the plan is meant to act as a branch to landowners who might be affected.

“The proposed Right of Way Acquisition Management Plan outlines a fair and equitable process that also follows state and federal laws and ensures that residents are given the opportunity to negotiate fairly on any proposed acquisition,” the report reads. “This document protects the residents of our community as well as the town from any unfair negotiations or processes.”

Procedures outlined in the document consist of developing preliminary cost estimates, coordination with title and escrow, appraisals, relocations and other land ownership-related adjustments.

Staff will be asking that the council adopt the plan going forward.

Other business

The council will also be considering the following items:

• Continuing in sewer project talks, the council will consider allowing Town Manager Jim Goodwin to purchase Environmental Mitigation Credits at the cost of $2.4 million in an effort to “offset the impacts of the Paradise Sewer Project,” the staff report reads.

• The council will consider suspending rental fees at the Paradise Community Park when requested by non-profit organizations. If approved, the resolution would be in effect for five years.

• A construction contract to the tune of $4,961,786 for a road rehabilitation project will be considered by the board. The contract would go to Lamon Construction Co, Inc.

The Paradise Town Council generally meets at 9 a.m. on the second and fourth Tuesday of the month at its chambers located at 5555 Skyway in Paradise. Meetings are free and open to the public.
