Paradise council to vote on urgency housing ordinance

PARADISE — Following a special meeting last month to decide on a path forward for downtown Paradise, the Town Council is set to vote on an urgency ordinance that would halt the construction of new homes in the downtown area.

The vote will be held during Tuesday’s meeting and if adopted it would temporarily put an end to single-family, two-family and multi-family housing construction projects until a long-term plan for the downtown area is adopted.

Currently, downtown Paradise is zoned as Central Business, which allows for a mix of commercial and residential usage.

“As the Town continues to move forward with the sewer, which will expand commercial opportunities in the downtown; an updated downtown master plan, and updated General Plan, it is important that residential-type development be temporarily suspended in the Central Business zone while the Town studies the best areas in the downtown to focus its revitalization efforts on,” the related staff report reads.

The ordinance will last for 45 days and go into effect immediately upon adoption. Within that timeframe, a public comment period will be held, and eventually the council will vote on whether to extend the moratorium an additional 10 months and 15 days.

A public hearing will be held on Tuesday in regard to this item.

Other business

Along with the urgency ordinance, the council will consider:

• A presentation in relation to the town and the Paradise Police Department’s military equipment use policy.

• An agreement with Urban Design Associates for an early downtown assessment. This item is tied to the larger project related to the urgency ordinance.

• Updates to the town’s policies surrounding the Recovery and Operations Fund, which will be discussed and voted on.

The Paradise Town Council generally meets at 9 a.m. on the second and fourth Tuesday of the month at its chambers located at 5555 Skyway in Paradise. Meetings are free and open to the public.
