Sobering center operator selected

OROVILLE — Social services and water highlight a dense yet diverse agenda for the Butte County Board of Supervisors meeting Tuesday.

The board is set to consider agreements for a sobering center in Chico and for funding providers of social programs around the county. The supervisors also will hear about updating the county’s drought mitigation plan along with agreements for the Palermo Clean Water Consolidation Project and the Sewerage Commission Oroville Region’s plant upgrade and expansion project.

Other items include a recommendation, supported by the Butte Local Agency Formation Commission, to consolidate county service areas; a roadwork contract for the Oro Quincy Highway Road Repair Project; appointments to county committees and boards; and seven hearings for cannabis code complaints.

The sobering center contract follows an memorandum of understanding the Chico City Council authorized last Tuesday to contribute funding to the program spearheaded by Butte County Behavioral Health. The county, Chico and Oroville have dedicated shares of a settlement with opioid manufacturers toward the facility, which will cost $2 million a year to operate.

Horizon Services, based in Hayward, will receive up to $5.3 million over three years should the supervisors approve the proposal. The sobering center — which BCBH says “will provide short-term care for individuals who are actively under the influence of substances” — will be located at 560 Cohasset Road in space the department already leases and would receive reimbursement from Horizon.

In addition, the board will consider contracts with Compassion Pathway Behavioral Health for two board-and-care facilities in Oroville (up to $1.1 million) — and whether to approve allocations of federal Homeless Housing, Assistance, and Prevention funds to Butte County Office of Education (for school ties and prevention services, $300,000); Catalyst Domestic Violence Services (permanent housing services for survivors, $335,310); City of Chico (Genesis shelter support, $500,000); Jesus Provides Our Daily Bread (Renewal Center emergency shelter for families and Seniors, $325,000); True North Housing Alliance (enhanced navigation services, $275,000, and rapid rehousing, $130,000); and Youth for Change (youth housing case management, $237,690).

The Butte County Board of Supervisors generally meets at 9 a.m. on the second and fourth Tuesday of the month at its chambers located at 25 County Center Drive, Suite 205 in Oroville. Meetings are free and open to the public.
