More than 700 without power in Chico; woman arrested, accused of arson; Shelly Fire 48% contained | Midday Report

A power outage left more than 2,500 customers without power Monday in the Avenues neighborhood of Chico.

By 4:45 p.m. PG&E had restored power to the majority of customers affected, but 753 customers in the area around North Cedar Street and Arcadian Avenue from around West Second to West Fourth avenues were still without power, according to PG&E’s outage map.

The utility estimated that full power would be restored to all customers by 6 p.m.

Arson

A woman accused of arson was arrested Thursday after firefighters extinguished a small blaze in Oroville.

Just before 9 p.m. Thursday, Cal Fire-Butte County firefighters were called to a 10-by-10 foot vegetation fire behind the Maverik gas station on Oro Dam Feather River boulevards, according to a news release from Cal Fire Butte County.

They put out the flames and witnesses allegedly pointed out a woman who they said started the fire and the Oroville Police Department detained her.

Rosena Plath, 39, was arrested on suspicion of arson to wildland after Cal Fire law enforcement officers interviewed her, according to the release.

The fire was contained to 0.04 acres.

Shelly Fire

The Shelly Fire in Siskiyou County is expected to have little to no growth with its current perimeter and is 48% contained, according to an update on Monday from the U.S. Forest Service.

Fuels are continuing to burn slowly in surrounding areas Kidder Creek and North of Babs Lake, but pose little threat to its control lines, according to the Forest Service. The fire is sized at 15,477 acres and started on July 3 at 1:27 p.m., its cause is still under investigation.

Because of the fire, restrictions within the Klamath National Forest were set in place from July 4 to Nov. 30, according to the Forest Service. These restrictions include operating a torch with open flame, smoking in restricted areas, building a campfire, among other things.

Warm weather is expected throughout the week and a potential for isolated thunderstorms on Wednesday. The air quality index is set to be moderate on Monday and Tuesday, according to a smoke outlook issued by Wildland Fire Air Quality Response Program.

Air quality index

With other wildfire activity affecting the north state, such as Hill Fire and Ridge Fire, the air quality index is somewhat affected as well.

Monday and Tuesday’s Air Quality Index forecasts that areas in Chico, southern Butte County and Paradise will have a moderate level of air quality.

Though there is no level of concern, individuals with unusual air sensitivity should limit lengthy or strenuous activities.

Whitewater

PG&E cautions the public to take precautionary measures in areas of the North Fork Feather River on Saturday and Sunday because of higher water flows for whitewater recreation.

Saturday’s flows will increase to 1,100 cubic feet-per-second by 9 a.m. and star decreasing 900 cfs by 3 p.m. Sunday’s flows won’t be as high but will reach 900 cfs by 2 p.m. and then will steadily decrease to its normal of around 400 cfs.

The northern portion of the river will contain class 3, 4 and 5 rapids which are not suitable for tubing and only adequate for skilled paddlers.

Mosquito treatment

The detection of the invasive mosquito species to Butte County, aedes aegypti, was announced by Butte County Mosquito and Vector Control District.

A wide area larvicide treatment will occur around 4 to 6 a.m. Tuesday within the Bird Street area in Oroville. However, treatment may be canceled depending on weather conditions.
