Butte County Board of Supervisors to consider applications for federal funding

OROVILLE — For this year’s round of Community Development Block Grant Funding, Butte County is looking at six potential projects to put forth for up to $1.5 million.

During its upcoming Tuesday meeting, the Butte County Board of Supervisors will consider all six proposals totaling $3 million. Each project falls under disaster recovery, as required by the federal government for this particular grant.

“All projects will positively impact the safety and security of rural communities in high risk of wildfire and flooding,” the related staff report reads.

The first on the list is the Alert FM Early Warning Project, which comes out to $400,000. If accepted, it would add 1,500 additional warning units to homes in 17 of the county’s rural communities.

Second is the Emergency Operations Capacity Building and Planning project. According to the staff report, this $300,000 project would “hone the skills of local emergency responder teams.”

The fuel reduction plan, also coming out to $300,000, would go toward long-haul plans to remove fire fuels from evacuation routes out of rural areas.

Rural Water Safety Mitigation Planning, which requests $500,000, would modernize critical water guidelines based on the impacts of local disasters that have affected county residents, with the goal of long-term safety.

The Foothill Rebuild Barrier Removal Project requests the most funding at $850,000. If approved, the project would help fund fees for those who are rebuilding in the burn scar areas of Butte County.

Lastly, the county is looking at requesting $650,000 for the Older Adult Housing and Lifeline Mitigation to aid in providing support and safety for the elderly living in rural and unincorporated areas, with an emphasis on burn scar locations.

Discussions are planned for Tuesday’s meeting as to how the county will apply for funding.

Other business

Aside from the discussion about CDBG funding, the board will hear the following items:

• A presentation on California Proposition 1, a ballot item that would completely rework how behavioral health is funded within the state, was canceled from the previous meeting and will now occur on Tuesday.

• The board will consider a budget adjustment of $550,000 from the general fund’s contingency dollars for added security and ultimately demolition of the Butte County Sheriff’s Office’s former Chico communications site at 479 East Park Avenue. According to the staff report, the vacant building has seen numerous break-ins since the office moved to its new location.

The Butte County Board of Supervisors generally meets at 9 a.m. on the second and fourth Tuesday of the month at its chambers located at 25 County Center Drive, Suite 205 in Oroville. Meetings are free and open to the public.
