Repopulated Teichert Ponds up for anti-camping enforcment | Midday Report

People taking residence at Teichert Ponds are up for anti-camping ordinance enforcements starting Aug. 20, along with others in lower Bidwell Park and Big Chico Creek, according to a notice Tuesday by the city of Chico required by the Warren v. Chico settlement agreement.

The city’s account of people and property at Teichert Ponds are 13 people and 14 vacant camps up for removal; 12 people were determined by Chico’s Outreach and Engagement Team as previously assessed for shelter.

People living in tents repopulated the area at least two other times since its initial major closure in Februrary 2023 in compliance with the settlement.

At lower Bidwell Park, between One-Mile Recreation Area and Manzanita Avenue, seven people and 14 vacant camps are counted for enforcement with three people counted as previously assessed for shelter, according to the notice.

Over at Big Chico Creek from Rose Avenue to Cherry Street, four people and six vacant camps are included in the enforcement, with three people marked as previously assessed.

Seven-day notices of closure to public property are scheduled to be delivered Aug. 20 with Public Works to begin property maintenance no later than Aug. 30 to comply with the settlement agreement.

Shelter availability, at the time of the notice, includes 33 Pallet shelters at Genesis and 29 beds at Torres Community Shelter; one in the gender-neutral dorm, 13 in the men’s and 15 in the women’s.

Sex crime investigation

The Sacramento County Sheriff’s Office is seeking help in an investigation of a man charged on suspicion of sex crimes against underage children in at least three north state counties.

The Sheriff’s Office said 44-year-old Scott Bartholomew Prange was arrested in 2024 on suspicion of sex crimes against minors in the areas of Butte, Placer and Sacramento Counties, according to a press release Tuesday.

Prange is suspected of staying with numerous families in the north state and having ties to Kentucky, Washington and Michigan.

Prange is currently held with no bail at Sacramento County Main Jail on suspicion of at least 10 counts of sex crimes against minors. The Sheriff’s Office is asking for public assistance in locating any possible victims with a contact line at 916-874-5115.

Housing celebration

The Foundation, a 58-unit housing complex located on the former site of the Jesus Center, 1297 Park Ave., will hold a grand opening celebration Thursday with speakers to include Chico Councilor Deepika Tandon, officials from Butte County Housing Authority and executives from Jamboree Housing Corporation, which operates the housing development.

Residents began moving into the housing complex in June.
